The
Vicariate of Communications
The
Vicariate of Communications produces and distributes official statements
and press releases of The RCC, maintains relations with the media,
responds to requests for information of a general and specific nature.
The Vicariate of Communications is responsible for developing and
leading strategies in media relations, community relations, issue
management, and crisis communications.
The
Vicariate of Communications is responsible for all internal and external
communications. That is, communications of the Global Church to the
general public via the media, and communications within Global Church,
to the Diocesan departments, parishes, etc.
The various

The
following is an update of recent innovations within the Vicariate
The Web Site, the “mother” of our communication strategies and
development moves diligently forward with continued expansion of online
resources. Continual updates, work in the process of refining the
website for smooth and effective navigation and content organization.
On this note, the Vicariate of Communications is continuing to update
parish and clergy information and to develop a cross-reference directory
of the RCC. We have integrated the Global Directory in the RCC E-mail
Server. When entering the RCC E-mail Server, be sure to update your
profile with your current information as this will be automatically
update the RCC Global Directory. This will assure that the Global
Directory is up-to-date, and all RCC members will have your current
information. Furthermore, this will allow the RCC E-mail Users to view
the RCC Global Address List, displaying all email addresses and users at
the domain-level. This adds increased functionality to the auto-complete
features, speed communication and reduces the number of misdirected
emails due to mis-addressed emails.
Email is an absolutely crucial communicatory tool for the whole of the
Church. It is supposed to take communication, organization and
resource-sharing to a higher level. The New – full featured - RCC E-mail
System is designed to help achieve that. It comes with advanced features
such as account statistics, content filtering, variable inboxes,
calendar, RSS feeds and much more. The system affords us a trouble-free
sharing of contacts, calendar events, tasks and notes as a resource for
communication and collaboration, allowing the RCC members to view and
share email folders. You can set “Read and Write” or “Read Only”
permissions for these folders. The password that was assigned will be
used to gain assess to the secure parts of the web site, and share
files. We hope you are finding these upgrades helpful and welcome your
input as to your experience working with the New System.
We are very pleased to announce the two most recent services which have
been added, as well as the two projects we look to next. The new IM Chat
service and Inter- Office Memo has been installed to the RCC Website.
These services can be found under the Clergy Resources area. The New
Library Service will be added soon. This will allow RCC members to check
out books from the lending Library. And, lastly, soon to be open is the
RCC Internet Store. Msgr. Michael Baremore has taken on this wonderful
project.

The
Clergy Manual and the Documents of the Church is now available on

This
Clergy Handbook describes some of the expectations of our clergy and
religious and to outline the policies, programs, and benefits
available to our members of the community. You should familiarize
yourself with the contents of this Clergy Handbook as soon as
possible.
The policies in this Clergy Handbook are guidelines only and are
subject to change at the sole discretion of the Church, as other all
other policies, procedures, benefits, and other programs of The
Reformed Catholic Church. From time-to-time, you may receive updated
information concerning changes in policies. If anything is unclear,
please contact your Diocesan Bishop or the Vicariate of

The

Monsignor Marcis Heckman oversees the Vicariate of Communications, as
Vicar of Communications. Monsignor Marcis Heckman responsibility is
critical to the future New Evangelization within the Church. The
responsibilities include supervision of the Office of Media & Public
Relation and our Public Information. The Vicariate of Communications
produces and distributes official statements and press releases of The
RCC, maintains relations with the media, responds to requests for
information of a general and specific nature. The Vicariate of

Pax Press News Service. The Pax Press is the official news service of
the Reformed Catholic Church. The Pax Press Express is a daily news
service of events and happenings across the Global Church which is
posted on the PaxPress On-Line. The Pax Press Newspaper is the
Quarterly Newspaper of the Reformed Catholic Church Worldwide.
The

The Office of Media Relations
The Office of
Media Relations represents the Bishops to the media and the media to the
bishops. Responsibilities include preparing and distributing statements
and other resources for the media, arranging for interviews with bishops
and staff of the RCC, organizing press conferences, responding to media
queries and credentialing media for coverage of such events as the Synod,
Diocesan Meeting/Gatherings annual meetings, and special Events.
Communication Officers are expertise in subject areas of reporting
interest. The Communication Officers of Office of Media Relations
represents the RCC to the media and the media to the bishops.
Communication Officer with the Diocese is the liaison with the media to
the Vicar of Communications; Diocesan Chancellors are the Communication
Officer with the Diocese for the Vicariate of Communication.
Media
Communication Policy
The Reformed Catholic Church Global Communications office works for the
Metropolitan Archbishop to ensure that The Reformed Catholic Church is
represented as a unified Body of Christ. We work to ensure a clear,
consistent message of God’s love through the Church.
To ensure a consistent, unified message, all Clergy, religious, Lay
Leaders, employees, parishes, schools, and institutions affiliated with
The Reformed Catholic Church are required to comply with the following

• Story submissions, letters to the editor, and advertisements to any
media outlets may not be submitted without the approval of the Vicariate
of Communications.
• If a reporter, photographers, or videotaping crew shows up unexpectedly
at your institution, contact the Vicariate of Communications before you
allow them on the grounds of your facility. You or your authorized
representative may be directed to speak or not to speak with the media
after the Vicariate of Communications determines if any response is
appropriate.
This policy has been put in place to protect the Reformed Catholic Church
and the people it is charged with serving.
Press Releases:
While the Vicariate will issue press releases at the request of the
Presiding Bishop, the Vicariate may also issue press releases without such
a request. Under no circumstances may releases be made public with out the
approval of the Vicar for Communications and Public Relations and the
approval of the Presiding Bishop of the Reformed Catholic Church.
Office of Public Relations Broadcast & Multimedia
Services
Broadcast & Multimedia Services mission is to developing and strengthening
of the RCC communication via television, radio, and web technologies..
Strategy building develops concepts for local broadcast use. The Digital
Communications supports the mission and ministry of the Global Church
through electronic communications that bring information and resources
from around the Church to your desktop. The Vicariate of Communication
offer three types of Digital Communications the RCC Radio/Podcast, the
Blog site, and RCC Media Video.
The RCC Radio & Podcast which is under direction of Monsignor Ian Adrian
and The Rainbow Podcast of Sr. Meg Briton. Also under the supervision of
Monsignor Ian Adrian is the newly established RCC Blog site. The Vicariate
of Communication is working on the development of the RCC Media Videos. It
is the hope that this coordination of our communications facilities will
allow us to be more effective in transmitting the message of the Gospel to
the world.
The Pax Press News Services
The Reformed Catholic News Service:
The Pax Press is the official news service of the Reformed Catholic
Church.
The Pax Press Newspaper is the Quarterly Newspaper of the Reformed
Catholic Church Worldwide. Information such as parish updates, pastoral
letters, pictures and the like are acceptable for inclusion into this
newspaper. The Newspaper is available on line on the RCC Global Web Site.
Fr. Richard St. Clair is the Editor in Chief of the Pax Press Newspaper.
Br. Bruce Donegan is the publisher editor, and will be overseeing the Pax
Press News services on-line.
The Pax Press Express is a daily news service of events and happenings
across the Global Church which is posted on the PaxPress On-Line, on the
Global RCC website. The PAX PRESS ON-LINE provides the public forum for
news and information in the Reformed Catholic world. Public Information,
such as incardinations, intercommunion agreements, news, events, and
future items, will be posted on the PaxPress On-Line, on the Global RCC
website.
The Reformed Catholic News Service,
E-mail Alert System.
A Weekly E-mail reminder and notification of new headlines on PAX PRESS
ONLINE is sent to all clergy via RCC E-mail Accounts. In addition to PAX
PRESS ONLINE, frequent communications will be made to bishops, priests,
and deacons of the church via the REFORMED CATHOLIC CHURCH CLERGY ALERT
SYSTEM (RCCCAS). Much of the news that shows on PAX PRESS ONLINE will be
included in this transmission as well as some items that may be intended
for clergy only. Clergy members are asked to keep contents of the RCCCAS
feed private unless they have been designated for public release.
Acta Metropolitani Sedis:
Official acts of the Presiding Bishop and the General Synod will be
published in a special edition of the “Acta Metropolitani Sedis.” This
will be the official organ of publication for Orders of the Presiding
Bishop, and Legislation of the General Synod. The publication date in the
Acta shall in no means change the effective date of any new legislation or
order which is the determined solely by the Presiding Bishop.

The Technolgy
Center as created on line forms. Reports and changes/updates can
submit by filling out the Electronic forms. Located in the Clergy
Resources section of the Reformed Catholic Church (RCC) Global website
Clergy Reports/Clergy, Religious, Seminarians Monthly Report
Clergy reports can be submitted to the Diocesan Bishop,
Director of Formation, Vicariate of Communications and other department
with one form. Consult your Diocese Bishop or Nuncio for requirement of
information and timeline of this report.
Census Report /Certification of Membership
All RCC member parishes are asked
to complete this process each year, between November 15 and the end of
the business day on February 1. The statistical and membership data you
supply during this process will determine the number of delegates your
congregation can send to Synods, among other things.
Parish Updates/ Address Updates
You can update your parish's
address, telephone, fax, email, web site, and statistics at any time.
The information will appear in the "Parish Communities" section of the
RCC web site, as well as in the RCC Directory.

The Reformed
